"The New Zealand Qualifications Authority rejected scanning exam papers into a document management system, without doing a business case, because it thought it was too costly and would take too long.
However, some IT industry executives say setting up a system to scan and keep an electronic record of examination papers is a relatively simple job which could be completed for a six-figure sum.
Controversy erupted over the exam papers early this month when results showed lower and irregular pass rates for NCEA tests, particularly for scholarship.
