Well I can certainly recommend CETIS's site: CETIS-Centre For Educational Technology Interoperability Standards. We had an audio conference with Sheila MacNeill from the Centre at a New Zealand Interoperability Workshop last week. Despite the hiccoughs caused by storm taking out a lot of the phone lines at Lincoln University (including in the room where we were trying to audioconference from!) Sheila was eventually connected and gave an excellent summary of the work of the Centre. We hope to have all the PowerPoints up soon on the NZ government's ePortal. I'll post the URL when I have it.
